Rafael Pérez, CGFM CPA, was selected as our Volunteer of the Year for the 2025-2026 Program Year.  As an AGA member for over 27 years, he has been the backbone of the San Antonio chapter as its Treasurer for the last seven years.  He has been a steadying force through two chapter revitalizations, continuing to keep the books; compile financial statements that were certified by independent reviewers as ensuring that all funds were properly used and accounted for and appropriate internal controls were in place; submit tax returns; and keep us in good standing with the Texas State Board of Public Accountancy, allowing us to provide relevant, informative training that qualifies for State Board, as well as CGFM, credit.  Although he lives & works over 150 miles away in Laredo, he often made the 2 ½ hour 1-way drive to San Antonio to participate in meetings.  And when COVID hit, he was instrumental in ensuring we could provide remote, CPE-eligible meetings addressing relevant and accountable use of COVID funds.  He has turned over the reins to our new Treasurer, Haleigh Heins, but remains committed to the Chapter as a Member-at-Large.

Rafael was appointed as Webb County Auditor in March 2018. He began his employment with Webb County in January 1989 as a field auditor and in June 1991 he was promoted to Chief Deputy Auditor. Prior working experience includes 9 ½ years for a CPA firm.
